Our company is in search of a qualified Construction Manager to support the Navy Mission at the Portsmouth Navy Shipyard in Kittery, ME. The Construction Manager (CM) will provide technical services and expertise across all phases of construction on a variety of projects within the AOR (Area of Responsibility). While work typically falls into one of the following categories, it may also encompass other categories as required.

Job Requirements:

  • Ensure contractors conduct monthly site safety self-evaluations.
  • Support securing/coordinating outages.
  • Enforce safety and health requirements, including taking appropriate action for noncompliance.
  • Review statements of work and requests for proposals or quotations for technical accuracy.
  • Coordinate property record inventory documents and transfer and acceptance of military real property in accordance with NAVFAC Business Management System.
  • Report on contractor performance evaluations and awards for outstanding performance.
  • Effectively close out contracts by ensuring the receipt and delivery of necessary documents.
  • Provide timely contractual correspondence.
  • Respond to Congressional inquiries and Freedom of Information Act (FOIA) requests.
  • Maintain effective and professional communication with various parties.
  • Keep supervisors informed about project statuses.
  • Provide technical support for claims, disputes, and terminations.
  • Populate contract information in NAVFAC enterprise Information Technology (IT) systems.
  • Provide project status updates to senior personnel.
  • Actively participate in process improvement efforts and teams.
  • Possess at least 5 years of supervisory construction management experience. Graduation from an accredited engineering or construction management program may be considered equivalent to 2 years of field experience.

About Key Responsibilities:

  • Review pre-final contract drawings and specifications to assess constructability and compatibility with actual field conditions.
  • Attend contractor pre-bid project site visits and address or document questions.
  • Coordinate essential post-award contract meetings, including pre-construction conferences, partnering meetings, quality control meetings, and more.
  • Establish project objectives, policies, procedures, and performance standards within corporate policy boundaries.
  • Oversee the project schedule and long-term planning. Monitor and control construction progress through the on-site Superintendent to ensure on-time and on-budget completion.
  • Manage the financial aspects of contracts, including budget reviews, cost reports, and fee payments.
  • Review construction progress reports, daily production reports, and quality control reports.
  • Attend quality control meetings for critical work activities.
  • Provide technical solutions to unforeseen construction problems.
  • Coordinate post-construction award services.
  • Oversee the installation of government-furnished equipment and collateral equipment.
  • Identify the need for modifications to scope, cost, and schedule based on collaboration with the contractor and other entities.
  • Review Activity Hazard Analysis (AHAs) and ensure their discussion by the prime contractor and subcontractors before work activities.
  • Review and recommend acceptance of Accident Prevention Plans.
  • Prepare or coordinate the preparation of sketches and clarifying drawings for proposed changes and modifications.
  • Review and recommend approval of contractors' cost-loaded network analysis schedules for payments and invoices.
  • Review and coordinate acceptance of Crane Critical Lift Plans.
