As a Project Controls Engineer (PCE), you will be an essential member of a project team, working alongside Project Managers, Engineers, Superintendents, Quality, Safety, Security, and Commissioning personnel. Your primary responsibility is to handle all project controls tasks for the construction of a large, multi-building compound, including project scheduling, invoicing, and change control tasks.
Job Requirements:
- Minimum high school diploma/GED.
- A Bachelor's degree in construction management or engineering is preferred.
- Project controls experience on at least two previous projects of comparable scope and value, with a minimum value no less than half of the proposed assignment.
- Prior international and Government contracting experience is preferred.
- Current security clearance, or the ability to obtain a Department of Defense minimum secret security clearance, is required.
- General knowledge of commercial and/or Government construction contracting methods and practices.
- Proficiency in using Primavera (P6) software and a solid understanding of the critical path method (CPM).
About Key Responsibilities:
- Thoroughly review project plans and specifications to gain a comprehensive understanding of the project's scope.
- Review contract sections C-I to familiarize yourself with project controls-related requirements.
- Collaborate with the project team and subcontractors to develop the project schedule, collecting data for schedule logic, activity durations, and cost and labor resource requirements.
- Monitor and accurately record on-site construction activities' performance to generate monthly schedule reports. Maintain close communication with Superintendents, Quality Control, and field staff to ensure the accuracy of progress recording.
- Monitor and accurately record off-site preconstruction and procurement activities' performance to create monthly schedule reports. Access internal reports, utilize ProjNet software, and collaborate with procurement personnel to ensure accurate progress recording.
- Prepare weekly updates and monthly schedule reports in accordance with project specifications and ensure their timely submission.
- Review the schedule regularly and identify necessary adjustments in scope, activities, or logic to reflect the current and planned work performance. Discuss potential schedule revisions with the project team and document proposed changes for submission to the Client.
- Prepare monthly invoices in coordination with schedule reports, ensuring their timely completion. Collaborate with the project team and procurement personnel to ensure proper accounting and invoicing of Stored Material and tax-reimbursable costs.
- Track all potential changes identified by the project team or issued by the Client. Coordinate with the project team to document and maintain all correspondence and records related to potential changes.
- Produce schedule "fragnets" and time impact analyses (TIA) to demonstrate schedule delays when needed.
- Undertake additional assignments as directed by the Project Manager.
