Reporting to the Manager of Project Controls, the Project Controls Lead assumes responsibility for overseeing a team of Program/Project Schedulers and Project Cost Analysts. The role involves day-to-day project execution activities for assigned projects and portfolios. The Project Controls Lead ensures the seamless integration of project cost and schedule with the project scope and facilitates the change management process. While leading the provision of project controls, the Project Controls Lead collaborates and interfaces with Project Managers and Senior Project Engineers. The primary responsibilities include overseeing the identification of variances and recommending remedial actions to ensure successful project execution.
Job Requirements:
- Possess a post-secondary college diploma or university degree in a related discipline (e.g., technical or business function) along with several years of progressive, specialized project controls experience. Alternatively, a combination of education, training, and experience that is deemed equivalent.
- A strong understanding of the end-to-end project lifecycle, covering all project phases from inception to closure, including initiation, planning, execution, control, monitoring, and closing.
- Experience in managing and directing employees, including translating goals, goal setting, performance management, and employee development.
- Experience with both owner and project execution requirements.
- Extensive work experience in a Project Management Office setting.
- Professional Engineer (P. Eng) or Project Management Professional (PMP) designation, or a professional-level certification with the Association for the Advancement of Cost Engineering (AACE), is considered an asset.
- Sound knowledge of project controls principles, methods, procedures, and gate processes.
- Strong knowledge of estimating, scheduling, budgeting, and cost control principles, practices, and techniques. A good understanding of integration between functions and the ability to provide technical guidance to direct reports.
- Exceptional judgment, superior analytical, problem-solving, and critical thinking skills, along with excellent organizational and time management abilities.
- Effective interpersonal, influencing, presentation (verbal and written), communication, and facilitation skills to collaborate with multi-disciplinary project teams.
- Proficiency in relevant software applications (e.g., Excel, Access, Prism, Primavera, MS Project, Word, PowerPoint, and SharePoint).
About Key Responsibilities:
- Lead the provision of project controls, encompassing scope, schedule, cost, and progress management for assigned projects.
- Coordinate and manage a team of project controls resources assigned to the projects.
- Oversee the establishment and integration of project baselines concerning scope, schedule, cost, and progress.
- Set up control budgets based on project cost estimates.
- Support the bid evaluation and contract award processes.
- Manage and maintain integrated cost and schedule forecasts, as well as contingency drawdown.
- Prepare project controls stage gate deliverables and offer support to the project execution team in creating integrated stage gate deliverables.
- Review and analyze reports, schedules, payment requests from contractors and consultants.
- Prepare, review, and analyze project reports and data, including Key Performance Indicators (KPIs), trends, continuous improvement opportunities, and risks for leveraging and mitigation.
- Provide independent analysis of projects, offering input, guidance, and recommendations to the project execution team to support project, program, and portfolio decision-making and remedial actions. Influence project execution strategies for project health.
- Serve as a key member of the project execution team and ensure that change requests are appropriate, controlled, validated, integrated, and approved before implementation.
- Identify adverse cost or schedule conditions and escalate any concerns to leadership.
- Monitor and evaluate changes in project execution, escalating concerns to the project execution team and providing impact assessments based on quantity tracking if variances deviate significantly from initial estimates.
