This role primarily focuses on preparing and designing contract documents and administering contracts for various building projects, maintenance initiatives, interior space planning projects, renovations, additions, and new constructions.
Job Requirements:
- A degree or diploma in Mechanical Engineering, Electrical Engineering, Building Sciences, Architecture, or an equivalent combination of education and related experience.
- Considerable experience in contract administration, construction methods, inspection, and knowledge of occupational health and safety requirements.
- Extensive experience in coordinating facility construction projects and directing the work of consultants, contractors, and staff.
- Proficiency in using various software packages, including Word, Access, PowerPoint, Excel, and Outlook.
- Ability to maintain a valid Province of Ontario "G" Driver's License or have access to a vehicle for site visits.
- Highly developed interpersonal skills, with the ability to communicate effectively at all organizational levels. Strong oral and written communication skills.
- Capacity to work independently and collaborate effectively with internal and external stakeholders.
- Knowledge and application of the Occupational Health and Safety Act, including familiarity with asbestos, silica, confined space, WHMIS, and shoring legislation.
About Key Responsibilities:
- Define the scope, schedule, coordination, and interface requirements of projects. Prepare design and working drawings, specifications, bills of material, and detailed estimates.
- Engage in contract administration and field supervision, including providing guidance to contractors on work timing and methods. Ensure compliance with drawings and specifications.
- Initiate field changes to address errors or omissions in the design concerning site conditions. Record and recommend for approval any progress claims submitted by contractors, following the contract terms and completed work.
- Assist in maintaining records of contract deficiencies and take appropriate corrective action. Ensure proper contract completion and arrange for the official handover of projects. Initiate and maintain warranty records as stipulated in the contract.
- Take necessary actions to rectify failures occurring within the warranty period and record recommendations for releasing contractor holdback.
- Prepare tenders, Request For Proposals (RFP), Request For Quotations (RFQ), conduct bid analysis, and prepare reports.
- Verify contractors' work to ensure compliance with City by-laws, policies, procedures, Child Care and Early Years Act (CCEYA), building codes, and other relevant regulations and acts.
- Coordinate and participate in site meetings and project team/client meetings.
- Execute technical tasks related to the planning, design, construction, and maintenance of the City's facilities or infrastructure.
- Provide technical support in planning and scheduling work for facility and capital projects. Prepare estimates and layouts. Confirm calculations by inspectors and conduct on-site visits.
- Prepare specifications, tenders, and reports, and determine quantity and cost estimates.
- Assist the facilities supervisor/project manager in investigating and responding to inquiries and complaints from project clients, staff, elected officials, and the general public.
